The Air Services Law, enacted in 2012, codifies and adapts international aviation conventions. These conventions had long governed the field, but in the absence of comprehensive national legislation, states, including Israel, applied them inconsistently.

Following a lengthy process, in 2012, MK Ahmad Tibi proposed and passed the Air Services Law, addressing gaps in airline liabilities and passenger rights. This law applies to all flights entering and departing from Israel, including stopovers.

Compensation and benefits for air passengers (including compensation for delayed or cancelled flights) are now commonplace. For many years, international conventions dictated both airline obligations and passenger rights.
